The 3rd Congress for people with special needs “Ferqli Ferdler” will be held online on 17-18 April due to the restrictive measures associated with the pandemic. This year’s event will differ from the expanded scope of topics and will be dedicated to both children and adults with special needs. The congress is organised on the initiative of Caspian Event Organisers and Edutainment.az. The Producer of the “Ferqli Ferdler” Congress is a person with autism, head of the Project for support of people with Aspergers’s syndrome and autism “Autistic City” Antonina Steynberg.

Discussions will be attended by leading experts from Azerbaijan, Australia, Czech Republic, Germany, Finland, Israel, Russia, Sweden, UK, USA and will cover the following areas:

  • Nothing about us without us – all firsthand information about autism
  • Diagnosis; a first step
  • Inclusive school today: myths and reality
  • From school to life
    •  Employment of special people
  • Special environment for people with special need
  • Invisible diagnosis
    • Bipolar mood disorder, kleptomania, OCD in children and adolescents
  • We are strong together
    • Helping the families of children with special needs during the pandemic
  • War, pandemic and people with special needs
    • Posttraumatic stress disorder

Mr. Tony Attwood, author of "The Complete Guide to Asperger's Syndrome", will be a special guest at this year’s congress. Mr. Attwood will speak for the first time in front of an Azerbaijani audience.

Within the framework of the congress, various seminars will be held.

The congress is supported by the Ministry of Education of the Republic of Azerbaijan, the Ministry of Labour and Social Protection of Population of the Republic of Azerbaijan, the Heydar Aliyev Foundation, the Heydar Aliyev Center, the State Agency on Mandatory Health Insurance, the State Committee for Family, Women and Children Affairs of the Republic of Azerbaijan, the Regional Development Public Union (RIIB), the DOST Agency, the Social Services Agency, the State Advertising Agency of the Republic of Azerbaijan.

Aims of the Congress:

1) The organisers of the congress came up with an initiative to introduce a programme to create an accessible environment for people with special needs at the Heydar Aliyev International Airport in Baku; the airport’s management supported and implemented this programme. Baku Airport is one of the best airports in the world, as evidenced by its numerous international certificates. Now there is also a service for people with so-called invisible disabilities: autism, dementia and Alzheimer’s disease, thanks to which flights have become more comfortable and less agitating for passengers with special needs. Lanyards were introduced with a yellow sunflower pattern, which is an international symbol of a hidden disability.

2) At the initiative of the Organizing Committee, Mr. Tony Attwood’s Complete Guide to Asperger’s Syndrome was translated into Russian. The entire team working on the project for the translation and publication of the book are people with special needs. So, people in the spectrum Antonina Steinberg and Alexei Voskov were engaged in the translation process. Currently, the book is being prepared for publication.
